R.H. Perry Foundation Team
Robert H. Perry, Founder, and Executive Director
Robert H. Perry established the R. H. Perry Foundation in 2007 as the capstone of his more than 30 year career in higher education executive search. Rob is also President of R. H. Perry & Associates, an executive search firm he established in Washington, DC in 1974 and continues to lead today. Since 1992, Mr. Perry has focused on presidential and chancellor search for colleges and universities. Previously, he held important positions at Colgate-Palmolive, ITT, and in 1972 served as a Fellow in the White House Executive Exchange Program. He is author of How to Answer a Headhunter’s Call: A Complete Guide to Executive Search (American Management Association, 1984) and co-editor of The Executive Search Collaboration (Quorum Books, 1990). He has also written numerous articles on human resources issues in higher education in publications such as AGB’s Trusteeship and The Chronicle of Higher Education. Rob is a graduate of St. Albans School and the University of North Carolina (B.S. 1959). He continued in graduate studies at both Chapel Hill and New York University.
David Stinebeck, Vice President, Evaluation & Training
David Stinebeck has served American colleges in all capacities, from faculty member to president and trustee. His own consulting firm, Concordant Consulting, LLC, has helped numerous Boards understand their roles more clearly in carrying out their critical responsibilities for the benefit of their institutions. He's the author of several books on American culture and literature, including a recent novel, with his wife, on the Civil War, and has published in University Business on college fundraising and in Inside Higher Ed on customer service. He has just completed an account, 50 Years in College, of his career in higher education. Dr. David Stinebeck received his BS from Stanford University and his MS and PhD (in American Studies) from Yale.
Lisa B. MacBain, Vice President, Foundation Relations & Programming
Lisa B. MacBain brings an extensive background in business development and contracting to the Foundation. She also has experience in non-profit operations and board development consulting. Previously she served as Director of Consulting Services at Gorman Health Group. In 1998 she co-founded and served as Principal of MacBain & MacBain, LLC, a management consulting firm. She is a graduate of Cornell University (B.A. 1974 and M.H.A. 1976). Lisa lives in Washington, DC.
Judith A. Perry, Vice President, IT and Treasurer
Judith A. Perry serves on the R. H. Perry Foundation Board as Vice President and Treasurer and provides IT and finance oversight to the Foundation’s operations. Judith joined RHPA in 1996 as Vice President and Treasurer and brings more than 30 years experience in managing Information Technology training and program development, and its implementation. She served as a technical advisor for training on Fairfax County Government’s Information Technology Planning Team, analyzing training issues from a County-wide perspective recommending action and policy to the County Executive and his Deputies. She managed the general operation of the County’s Automated Systems Training Center and developed Center policies and procedures, she lead a team of trainers in the assessment of County-wide training needs, developed curriculum and designed courses and conducted and managed classroom training. She launched her IT training career as an Educational Services Representative with IBM and conducted specialized training for major clients on office word processing systems. Earlier she was a nursery and kindergarten teacher for the American School for the Deaf. She is a graduate of Endicott College.
Paul G. Doeg, Senior Consultant
Paul G. Doeg based in North Carolina, is a Senior Consultant with R. H. Perry & Associates. since joining the firm in 2001, Mr. Doeg has supported the firms’s principals on more than 200 of the firm’s presidential and senior administrative searches. Paul assists in prospective candidate identification, sourcing initiatives, database management, and in conducting in-depth due diligence. In addition, Mr. Doeg partners with Mr. Kilcoyne in directing the firm’s Value-Added Search Services (VASS) program. He received a Bachelor of Arts degree from the University of Virginia in 1992 and is currently pursuing a Master of Science degree in Organizational Leadership at Regis University.
Matthew J. Kilcoyne, Senior Consultant
Matthew J. Kilcoyne, based in New York, is a Senior Consultant with R. H. Perry & Associates. Since joining the firm in 2002 Mr. Kilcoyne has assisted the firm’s principals on more than 200 presidential and senior administrative search assignments, focusing primarily on client marketing, candidate identification and management, and due diligence. In addition, Mr. Kilcoyne partners with Mr. Doeg in directing the firm’s Value-Added Search Services (VASS) program for colleges and university search committees conducting their own searches. Previously, Matt worked as a Marketing Associate for the private equity investment firm JP Morgan Partners. Matt received his B.A. from Georgetown University in 1993 and resides in New York City.

Allen E. Koenig, RHPA Senior Partner
ALLEN E. KOENIG, Ph.D. is Senior Partner of the higher education search practice of R. H. Perry & Associates, specializing in public and independent higher education presidential and senior administrative searches. To date, he has led more than 200 presidential and interim CEO searches and an equal number of senior administrative searches. Dr. Koenig joined R. H. Perry & Associates in 1993. He brings a unique perspective to his specialty as a result of his many years as a college president. He served as president of Chapman University in Orange, California from 1989-1991. He was also president of Emerson College in Boston, Massachusetts from 1979-1989. Prior to these assignments, he served in administrative, teaching and research positions in both public and private higher education.
In 1992, Allen co-founded the Registry for College and University Presidents and currently serves as the organization’s Vice Chair. The Registry is the nation’s premier organization for placement of interim presidents and senior officers and has a membership of over 150 past presidents and senior academic administrators. Since 1993, R. H. Perry & Associates has regularly partnered with the Registry to offer interim placement services during the course of a permanent search.
Born in Los Angeles, California, Allen received degrees in communication/mass communication from the University of Southern California (B.A.), Stanford University (M.A.), and Northwestern University (Ph.D.).
Neil A. Stein, Vice President
Neil A. Stein has led RHPA's non-profit sector practice since 1987. Mr. Stein is involved in the identification, evaluation and recommendation of candidates for senior management and senior level administrative positions with client organizations. Over the last 10 years Mr. Stein has specialized in higher education executive search for University and College Presidents, Chief Academic Officers, Vice Presidents and Deans. Since joining the firm, Mr. Stein has completed over 200 searches for institutions of higher education as well as corporations, federal government agencies and the not-for profit sector.
Mr. Stein's previous experience includes an appointment to Deputy Executive Director for the White House Commission on Executive Exchange. In this position, he recruited and placed senior executives for a White House sponsored business-government exchange program. He marketed the program to corporation Presidents, cabinet officers and agency heads. In the 16 years Mr. Stein was with the Commission, he placed over 600 executives in key private sector and Federal Government positions.
Born in Washington, DC, Mr. Stein received a B.A. from American University and a M.S. from George Washington University.
Judith A. Brissette, Senior Consultant
JUDITH A. BRISSETTE Ph.D. is a Senior Consultant for the higher education practice of R. H. Perry & Associates. Judy brings 30 years experience in higher education and an in-depth perspective on a broad range of institutional issues and challenges that enhances her work in conducting presidential and senior administrative searches. She recently completed appointments serving for one year overseeing academic administration during a VPAA search and then for one year as Executive Assistant to the President at Salve Regina University.
From 2002 to 2005, Dr. Brissette served as President of the Rhode Island Independent Higher Education Association. Prior to that, Judy was at Western New England College where her positions included Vice President for Administration and Planning, 1989-1999; Secretary to the Board of Trustees, 1989-1996; and Director of Institutional Coordination, 1982-1989. In 1993, she was also given responsibility for the Student Affairs area that included Enrollment Management and Admissions. From 1979-1982, she was an Academic Advisor at the University of Toledo. Dr. Brissette has been highly creative and sensitive in empowering college constituencies to function autonomously as well as collaboratively. For a number of years, Judy has served as an active member of the Massachusetts Association of Independent Colleges and Universities and as a frequent participant on accrediting teams for the New England Association of Schools and Colleges.
A native of Providence, R.I., she received a B.A. in sociology from Salve Regina University, a M.Ed. in counselor education from Rhode Island College, and her Ph.D. in higher education from The University of Toledo
Larry H. Christman, Senior Consultant
LARRY H. CHRISTMAN, Ph.D. is a Senior Consultant for the higher education practice of R. H. Perry & Associates. Dr. Christman's unique professional background combines experience in higher education associations and institutions with his work for State government and the legislature as well as serving as a consultant. This experience has enabled Larry to work effectively in leading and/or assisting in presidential and senior administrator searches. He received degrees in history and political science from Bluffton College (B.A., 1962), in history from Ohio State University (M.A., 1963), and in Leadership Studies from the Union Institute (Ph.D., 2003). He attended Harvard University's Institute for Educational Management in 1990 and took additional graduate studies in educational administration, curriculum development, and policy analysis at the University of Cincinnati, Wright State University, and Miami University.
Elizabeth “Liz” Rocklin, Senior Consultant
ELIZABETH (LIZ) ROCKLIN, is a Senior Consultant with R. H. Perry & Associates and is also President of EJR & Associates, and brings a 20-year background in serving community and technical colleges through executive search services. Liz was the first Director of Board Services for the Association of Community College Trustees (ACCT) and, for ten years, was responsible for providing chief executive officer search assistance to more than 160 community colleges and districts throughout the country. In addition, Liz supervised all ACCT search activities and provided interim CEO’s and board leadership retreat services through ACCT’s cadre of retreat consultants and retired community college CEO’s.
